MDOT Bicycle and Pedestrian Access Master Plan

Welcome!

Draft Maryland Bicycle and Pedestrian Master PlanMaryland Twenty-Year Bicycle & Pedestrian Master Plan – January 15, 2014

The Maryland Department of Transportation (MDOT) is pleased to announce the release of the Twenty-Year Maryland Bicycle and Pedestrian Master Plan. The Bicycle and Pedestrian Master Plan establishes a 20-year vision to support cycling and walking as modes of transportation in Maryland. The Plan provides guidance and investment strategies to support cycling and walking, both on-road and off-road, as part of Maryland's multimodal transportation network. The Bicycle and Pedestrian Plan supports the Maryland Transportation Plan, or "MTP", and other key statewide planning efforts. It also addresses recently enacted federal transportation legislation, "Moving Ahead for Progress in the 21st Century." This Plan updates the Bicycle and Pedestrian Master Plan adopted in 2002 and, going forward, will be updated every five years.

The involvement of Maryland's citizens and representatives of many State and local governmental agencies was critical in the development of this Plan. MDOT thanks all participants for their contributions to the Bicycle and Pedestrian Master Plan, and looks forward to working with all partners to implement the Plan and improving biking and walking in Maryland.

What is Bicycle Level of Comfort (BLOC)?

Bicycle Level of Comfort, or BLOC, is a tool transportation planners and engineers use to evaluate bicyclist perceived safety and comfort while traveling in a roadway corridor. The BLOC data shown on the maps was calculated using the Bicycle Level of Service (BLOS) model. This model was developed in the 1990s, and is used by a number of cities, counties, and states around the U.S. The model generates a score for a roadway based on many factors including traffic volumes, traffic speeds, pavement widths, on-street parking and whether there is a usable shoulder or bike lane. The numeric score resulting from the calculation is translated into a letter grade, A through F, where A is rated as "the most comfortable" and F is rated as the "least comfortable." For more information on BLOC, see: SHA Presentation on BLOC and Baltimore Region BLOC analysis

Cycle Maryland

Governor O'Malley's Cycle Maryland initiative is an effort to encourage more Marylanders to get out and ride, and to make bicycling a true transportation alternative. Cycling is a great way to connect to your community, support a cleaner environment, encourage a healthier lifestyle, reduce household transportation costs and enjoy Maryland's magnificent landscape. www.cycle.maryland.gov provides a one-stop web portal for information about cycling infrastructure, plans, funding opportunities and events.
